Config parameter mismatch

There is a disconnect between base_url parameter name in config.schema.yaml#L25 and github_repository_sensor.py#L31 and github_url parameter in actions/lib/base.py#L25 and there's no clear understanding on how to fix it given they've coexisted for well over a year.
