Cross_method_entriopy, Cross_method_ARI, Smoothness_entropy python version

Currently, those functions are implemented in R but it can be beneficial to have a python equivalent as well. The logic of the functions is not challenging. With both language version ,it can reach out to a larger crowd of audience.
