TRY003: Avoid specifying long messages outside the exception class

After spending some time on the linting rule TRY003, I believe that it does not help much but complicates things.

Original:

len_str = 129

if len_str > 128:
  raise ValueError("String must be lower than 128 chars")

Updated:

class LongStringException(Exception):
  def __init__(self, max_length: int) -> None:
    super().__init__(f"String must be less than {max_length} characters")

len_str = 129

if len_str > 128:
  raise LongStringException(128)

The original script looks more readable and easy to understand, while the updated one needs extra definitions and shows low readability from a developer's point of view.

So, I have considered it better to disable this rule from our checks.
