Proxycheck #3
Description
Add a proxycheck, either daily/regularly in manage.py in run_every_day() or before/after every timestamp that uses a proxy.
I prefer the regular version as it does not increase the overhead too much and will still yield a sufficiently high quality.
Regular could also be every two hours.
