Remove or rework pushing rule #95
Description
A bit of a hot take, but I never ever experienced any ref to call a pushing foul in the last 5 years or so. It is also basically undetectable by an autoref in its current definition. I propose to completely remove the rule. You could even argue that it is a wanted effect that stronger robots give you an advantage in skirmish situations.
