[ILAtor] include build tests #192

Describe your feature request.
Currently ILAtor(IlaSim) is only tested for generation. Better have test for the functional and syntactic correctness.
Describe the solution you'd like
At least have scripts in CI to make sure it builds. Better to run simulation and check correctness.
Additional context
Legacy reference-based tests should be retired.
