Modify modmail command so that it additionally creates a private thread

If private threads are available on the server, the modmail command should additionally create one in the configured modmail channel instead of only posting the message sent by a user. This way users can actually communicate with all the moderatoras on the server for as long as the modmail hasn't been marked as closed by one of them.
