Link to register is a bit hidden

So for instance, the list page for the Ugandan Registration Services Bureau. The list itself is referred to in the text on the page multiple times, but the only link to the list (i.e. arguably the most important thing on this page) is up in the top-right behind an icon.

I suppose this issue is about what information is most important on the list view. The ‘list score’ (quality score) is MASSIVE but I’m not sure it’s really so important.

As a user trying to generate an org-id, I think the two most important things on this page are:

• the prefix (located in the heading at 60% opacity, and in the sidebar)
• the link to the list so that I can find the list identifier (located up in the top-right)

I've tried to sort this at #158 with a quick fix. Will look longer term at user flow through those list pages - as agree also on balance of elements potentially needing some improvement.

I just ran into this again, so thought I’d bump this issue.

I really struggle to find the link to the list, even though:

1. I actually know where it is because I’ve clicked it before, and
2. it seems to me it’s one of the top 3 pieces of information on the page (list prefix; link to source; how to build outcode.)
