are use-cases where users might just want to configure disaggregated memory but not to hotplug it. An example is if one wants to allocate disaggregated memory via a custom allocator or dedicate it to a specific process afterwards.
Hotplugging and onlining the memory makes it available to Linux and thus control is lost.
