Use a package manager for packages

I prefer pesde, as it also comes with packages for Lune.
The only thing to consider is that if we use packages inside worker managers they most likely won't work, as worker managers clear their environment as a safety measure which will break any code that does not beforehand re-export built-in variables they use.
