Update Render Guide with Information on PostgreSQL support #148

The Render deployment guide (/guides/deployment/render) hasn't been updated since the OBA docker image gained support for PostgreSQL. We need to update the guide with the newer, simpler instructions. See https://github.com/oneBusAway/onebusaway-docker for details.
