Update the Build and Run Guide #136
Description
The build and run guide is currently located at https://developer.onebusaway.org/guides/wiki/oba-2x-build-run-guide
it is outdated, doesn't reflect up-to-date versions of MySQL, Tomcat, and other tools, and doesn't actually work 😬
We need a capable developer and technical writer to review and revise this guide by actually walking through the steps outlined in it, fixing problems when they arise, and then publishing an updated version that works correctly so that a new OBA developer can actually build and run the suite.
