Developer Dashboard Link does not work. Has it moved?

The link to the developer Dashboard is not functional. When you click on it states the following.

This page isn’t working right nowoutlook.office.com can't currently handle this request.

Is there a new location to register actionable messages?

The portal has not moved. https://outlook.office.com/connectors/oam/publish
If it doesn't load for you , try the mitigation

1. open https://outlook.office.com/mail/ and then
2. open https://outlook.office.com/connectors/oam/publish in the next tab it should work.

We are fixing this issue also.
