Logical not search in taxon name

For taxa, occurrences and datasets routes, the addition of a not character expressed with the carat (^) would bring Neotoma into parity with PBDB and allow powerful search queries through a common interface (ELC) in a single run.

The classic example (it Neotoma had any dinosaurs) would be "dinosauria^aves"
