Import without creating a temporary actor

Is your feature request related to a problem? Please describe.
Professional GMs using Foundry VTT on platforms like startplaying.games, forge-vtt, etc. need to frequently onboard new players and Pathbuilder with Pathmuncher is a great tool for this. However, if they let the players import themselves they have to give them Create Actor permissions in Foundry, which is risky in this context.

Describe the solution you'd like
It would be great if Pathmuncher could work without requiring that the player have Create Actor permission.

Describe alternatives you've considered
GMs could do the import, but for busy GMs, this can be unreasonably time-consuming.

@MrPrimate I can give permissions to create actors to players, but the import still fails because of lack of subfolder creation permissions, ho can we give these permissions to players? Alternatively can we create a folder set the owner to the players and tell pathmuncher to use that to create subfolders??

I think only GM's/Assistant GM's can do that, however, the only folder it will try to create is for Familiars, so if you import a character with a familiar first it will create the folder, then won't ever need to create it again when the player imports.

This was actually a PC without a familiar I was trying to import. I created a folder in the actor root and put the empty PC inside that folder and gave Owner permissions to that folder to the players. I re-run the import and the error seems to have gone away
