ban optifine for ssg / oneshot & glitched / external

used to be banned in glitched, for some reason we don't reject for it anymore. zel said out of principle it should only be banned in external, I'm using this as a stepping stone to getting it fully banned so I don't feel the need to adhere to that but I understand where he's coming from. overdue for banning in oneshot, again expanding that to ssg closes the gap to a full ban later and just makes implementing the rule easier but the version of this rule mods are comfortable implementing is the one that should be picked, this doesn't need to stall for multiple months.

to be clear: I don't think it's controversial to say that optifine should be banned in external / oneshot just due to the nature of the strategies. I am suggesting an intentionally broader than strictly necessary implementation in hopes that it's the first step in reevaluating the necessity of optifine in most, if not all categories. for example it is certainly very clear that it is not necessary in 1.7 & 1.8 ssg, and so the risk to reward there is very out of wack. That we're allowing the Most Invasive Mod for absolutely no reason because this is category where you're not doing chunk loading, the one thing we put up with its horrific attitude towards vanilla parity for, is just nonsensical policy.
