[REQUEST] Display feedback when mod updates could not be fetched #458

Is your feature request related to a problem? Please describe.
I recently learned that the rate limit for githubs api, can cause the update notifications to silently fail. It will look like you dont have any new updates anymore.
I assume a similar thing can also happen when you are briefly offline or when github/nexusmods are offline
Describe the solution you'd like
Show a new kind of feedback, when github could not be fetched correctly, even though internet is accessible.
Maybe even additional feedback for when github is offline or when there is no internet.
