Default controls weaklib prevent nuclear decay

This is not exactly a bug, but it does affect isotopes with radioactive decay.

The default settings of the weaklib prevent nuclear decay early on the main sequence, where it is critical for some isotopes such as the isomeric states of Al26. The issues is not the "full_on", but the fact that it is blended with the reaclib.
The command is the following:
T9_weaklib_full_off = 0.01d0
T9_weaklib_full_on = 0.02d0
Which needs to be put to:
T9_weaklib_full_off = 0.01d0
T9_weaklib_full_on = 0.01d0
to get the decay needed. This might also affect other isotopes, especially those that decay when the stellar temperature is below 0.01.

could this be resolved with the following:

T9_weaklib_full_off = 0.001d0
T9_weaklib_full_on = 0.01d0

is it alright to blend at lower Temperatures?
