How to set up permissions

Hi, 
I'm extremely new to Ultimate Core and can't figure out how to assign permissions to certain groups, and how to put people in certain groups. Could you please let me know

1 - what files to edit?
1- how to edit them to set up groups & permissions & assign players to them?
