Upgrade Python environments to 3.13

Python 3.12 is no only receiving security fixes: https://www.python.org/downloads/. 3.13 is the latest stable release.

Upgrade all Python environments to 3.13:

• pipelines_common library
• Ingestion pipelines
• dbt project
• Superset: Possibly wait until Upgrade to Superset v6 #84 is ready.
• JupyterHub: No longer deployed
