Migrate documentation away from Material for MkDocs

Material for Mkdocs is in maintenance mode: squidfunk/mkdocs-material#8523 and has been replaced by Zensical.

Determine what to use for the documentation.

Some options to consider:

• Zensical: Near drop-in replacement for "Material for Mkdocs" but would need a custom styling to match the current out of the box material theme.
  • Rust-based with Python wrapper, keeping within Python-based ecosystem.
• Hugo: Go-based static-site generator using Markdown.
  • Moves outside Python ecosystem
  • Themes require either git submodules or Go-based modules with Go available
• Jupyter Book: Built on MyST, allowing static-site generation and export to other formats like PDF, Word. Expects a book-like structure with flow between documents.
  • Python-based framework, keeping within Python-based ecosystem.
• Sphinx: Python-based framework that can support Markdown but still uses some clunky elements of Sphinx directives system
