GP tools should enforce bundle limits

Each key can be a maximum of 1024 characters.
Each value can be a maximum of 8192 characters.
Each bundle can contain a maximum of 1000 key / value pairs.

These limits are not enforced. It is possible to create a bundle with more key/value pairs.
