Add Fix corrupt domain tool.

Currently, admins have to fix corrupt domains manually. However, we can include this in HelioPanel, so that users can do this by themselves. In the past, we have just created those scripts, but it would be better to include these in HelioPanel to provide a unified, consistent interface.

Plan on how this is going to work:

• Verify that the user owns the account in some way
• Add this domain/username to database or something
• fix_corrupt_domain will retreive and fix the corrupt domains on a cron (via wget or something)
