Aspect Ratio Fix handling

Ok so my question is about fixing AR issues.

From time to time I encounter videos where the AR is completely stuffed. The picture is either squeezed vertically usually.

So say I had a Video 1920x720 but actually needs to be fixed to 1920x1080.

I cant really increase the height unless I upscale so the only option is 1280x720.

So basically I have tried a few things and always end up doing it in a round about way since HB tries to maintain the source AR.
How exactly do I do this?
I have tried changing the Anamorphic setting to None and Custom while unticking the Automatic and also setting the Display size to get it working but havent nailed down the correct process I think.
