Investigate healthcheck not working on partial APC JSON transformer

Protobuf->JSON transformer (https://github.com/HSLdevcom/transitdata-apc-protobuf-json-transformer) seems to be crashing because of its healthcheck. The healthcheck seems to be initially unhealthy which causes Docker to restart the service.
