Add support for fast uploading HFP CSV blobs

Currently HFP CSV blobs are uploaded to blob storage when they have not been modified for 15 minutes. This delay can cause issues when the backlog has grown in size as it cannot be cleared quickly. Similar feature has been done for apc-archive-sink, see example: https://github.com/HSLdevcom/transitlog-apc-archive-sink/pull/13
