SDsetblocksize doesn't change block size in the file #856

Original issue: HDFFR-1357
The function doesn't always change the block size in the file. It'll only have the effect if the data set is written after SDsetblocksize is called and before closing and reopening the file. VSsetblocksize seems to have the same issue.
