Increase upload file size limit for paid users to 15MB

Increase the maximum upload file size from 7MB to 15MB for paid users, without compromising app stability. The total upload limit for each account should remain at 10GB. This new limit should only be available for paid accounts; free accounts should retain the original 7MB per file limit.
