Add check for overlapping universe numbers

As discussed privately, a good consistency check during model preparation is that the same universe number is not used in different fillers. This would may lead to undetected mistakes and only one of the universes will be written in the final model. Having also several universe numbers, it would prevent accidental usage of already occupied numbers
