Note preview popup interaction

I'm bundling several suggestions into one issue as they all relate to the interactions surrounding the note preview popup:

• Persistent blue selected state for the "eye" icon
• Note preview popup is responsive to height of window
• Positioning of note preview popup should be based on available space above or below the relevant note template icon.
