BLAST DB INSTALLATION: formatdb appears to be dependency

While running instructions for running with docker, the run of the `install_blast.sh` script appear to require `formatdb`.
apt suggests installing it from sudo apt install `ncbi-blast+-legacy`, but not mentioned in the `readme`.
