Upgrade/patch all projects in prod/dev branches to ensure temp directory is kept empty

We've had problems with the linked-data uploads filling the temporary directory on servers and causing them to grind to a halt with a full disk.

Stop this happening.

There is a fix for this in the dev branch of `se-open-data`, but some datasets use the older version without it.  Upgrade these, or patch as necessary.
