Document newly added config options as of nebula cert v2 / ipv6 (currently in nightly)

New config options should be documented w/in https://nebula.defined.net/docs/config/

Ex:

- `pki.default_version` which can be 1 or 2 for which cert format version to prefer when handshaking with other hosts.
