what is expected behavior?

I don't notice any difference between Defiance with and without the version.dll in the folder. What is the expected behavior after placing the dll in the folder. also what are the arguments (i think i know them but just in case)

Apologies for the late reply, I forgot to mention that the version information from the executable must be removed, so that Windows will load the version.dll, you can also rename it to Telemetry32.dll temporarily for a workaround.
