Update AnVIL Data Explorer UI to leverage AWS ODP

The AnVIL open-access datasets are now available: https://registry.opendata.aws/anvilproject/

We need to update the AnVIL Data Explorer UI to enable users to leverage this by adding the ability to download open-access files and datasets, similar to what we have for HCA.

I'm sure NHGRI will be interested in tracking usage, so we should plan to ensure we have Google Analytics to capture clicks.
