check_connections: add local/remote port filters

The objective is to count tcp connections by their local/remote port.

Example: check_connections 'filter=lport=443'

POC only for Linux: main...jframeau:snclient:main

We have a similar use case and are currently doing this with external commands; native support would be more efficient.
