Update code to NET9 and reflect recent changes in SUMO

There is a fork now from @Minokori, but there is a lot of Chinese in the commit messages .Would be nice to compare and merge if possible, preferably with English as the language for comments and commits.

Creating this issue to remind myself to take a look later.
