Scipy update causes statsmodels import to fail

See statsmodels/statsmodels#9584. In #417 scipy is pinned, so this may want to be removed later when things are resolved.

Yeah, we just had CI for #412 bomb because of this (it's otherwise unrelated). I put a note in the closed PR redirecting here for further discussion.
