[BUG] outliner tooltip displays at timeline, not outliner button #71

Describe the bug
when you hover over the outliner button, the tooltip points to the timeline
To Reproduce
Steps to reproduce the behavior:
- hover over the outliner
Expected behavior
tooltip shows pointing to the outliner

the container for the outliner appears to be the same shape/position as the timeline. the button is
Do you have a suggested solution to this issue? (ex. has another program fixed this bug a certain way? Are you familiar with where in the code base someone would need to fix this issue?)
i have "Editor.jsx line 1084?" in my notes app lol. OutlinerExpandButton.jsx could also be useful.
all the code i've looked at so far looks okay but i can't figure out what determines the placement of those poorly positioned divs.
