Update to CABLE inputs following ESM1.6 developments

We need to work on CABLE inputs for offline that are compatible with ESM1.6 changes. I'm thinking:

• xnslope: what needs to be changed? Required, urgent
• Australian PFTs (optional, medium urgency):
  • vegetation distribution
  • phenology file
  • What else?
• Anything else I'm forgetting?

@ccarouge The first thing to do (I think) is to revisit what we went through to get offline-as-ACCESS up running. At the minimum that includes the above plus

• need to think through root distributions
• need an official "ESM1.6 cable.nml"
• updated gridinfo file - main issue here is the soil type/properties but N-deposition (in the appropriate units), P-cycle information also needs thinking about.

Aside: This also raises the question of how to maintain the offline-as-ACCESS capability going forward, and how to adapt it for AM3 etc.

For the Australian PFTs - missing pieces are the values of parameters not yet encountered/decided on via ESM1.6 - so Jackson's rootbeta, anything GW or SLI related, all of the POP parameters. (or we revive the check_options idea and STOP runs that use Australian PFTs in combination with science options that haven't been assessed yet)
