Provide explanations for Checkstyle overrides

The config file `bt-checkstyle.xml` used by `qa-parent` is a copy of Checkstyle's `sun_checks.xml` with overrides.

Any overrides made in `bt-checkstyle.xml` should have a brief explanation on why it was required.
