Add "Comment" Property to AbstractFilter

This could be optionally exposed into the gui on a Per Filter basis or always exposed. Allows the user to "take notes" for that specific filter which could be used for things like input/output settings notes, conditions, sample prep, simulation parameters (if from an input file), citation notes for the filter.
