Enhancement - Add --tag to supply tags on resource creation.

I have run into situations where Policies are in place in environments where a TAG is needed on the resources and resource group that are being created.

It would be fantastic if there was a --tag option in the az vm repair script to be able to supply a tag to work with the TAG policy in place instead of having to run through manual rescue vm intervention methods.
