Telemetry stuck at 1.0.6 despite upgrade --all true

Describe the bug

Command Name
az upgrade

Errors:

Prompted that I have "1 updates available" which transpires is the telemetry component as it is stuck at 1.0.6 and despite upgrading CLI via az upgrade --all true and trying a full repair of the CLI still the update is not triggered.

As an extra piece of feedback 1 update**s** is not grammatically correct, should read 1 update available.

Expected Behavior

Update core CLI, associated components and extensions as applicable.

This is because this line is not updated in Azure CLI 2.39.0:

azure-cli/src/azure-cli-telemetry/azure/cli/telemetry/__init__.py

Line 13 in 815fd96

__version__ = "1.0.6"

It was changed by #23530 to

azure-cli/src/azure-cli-telemetry/azure/cli/telemetry/__init__.py

Line 13 in 5c12e99

__version__ = "1.0.8"

Next version 2.40.0 will have it fixed.
