Fail to load web page after "azd up"

Describe the issue:
After running the azd up command and clicking on the endpoint URI in the output, the following error appears:

Repro Steps:

1. Clone code.
2. Run azd auth login.
3. Run azd up.
4. Click the endpoint URI in the output.

Environment:

• Azd version:azd version 1.9.5 (commit cd2b7af9995d358aab33c782614f801ac1997dde)
• OS: Window 11

Expected behavior:
The web pag can load normally.

I don't think the azd infra is ready for this yet. @JimacoMS4 Can you confirm?
