Improve the Campaign Start experience for waiting players

**Description**
As a placeholder for hiding all of the goings-on underneath the hood while waiting for deployment, the player's screen is black.

Ideally we would have a friendlier, and more active waiting experience, like a UAV view or some sort of animated sequence to show players that nothing has frozen. Chat should be enabled for this time so players can interact during the loading.
