Proposal: integrate deployment with Forge CLI.

once we integrate deployment with Forge CLI, then it become a true Swiss-knife to do all the heavy-lift from build, test, run, deploy all in one.

The deployment will cost ABT if deploy to nodes in ABT Network which provided by resource miners. Or if users already use AWS/Azure, they need deploy key for us to automated the deployment. So there are some details we need to figure out to make this smooth.

Since forge depoly is still not mature enough, so Forge CLI will not integrate it in version 1.0.
