Separate Dean Approved for undergrad and grad

The wording of "Dean Approved / Pending Registration" is confusing for graduate level internships, since the next approval comes from the graduate school and "pending registration" isn't true.

We should separate the workflow approval states and change the transitions to allow the wording to be more specific.
