We call "canals" any connection between river nodes and counties. Often a county can have draw upon multiple possible nodes-- from the same river or not-- to satisfy its withdrawal requirements. We determine these with an optimization, but aside from seeing that it worked (i.e., enough water is flowing through the canals to meet the demands), we haven't looked to make sure that the decisions that the optimization is making are sensible.

We also have a number of places where we actually need to draw from the supersource. Carolyn is going to look into these and figure out if there are real supply-demand problems in those counties.
