Second card returned to your hand after playing a PICK 2

This is a fairly old bug from our code, but haven't had much luck figuring out why it happens. When a "PICK 2" or "PICK 3" black card appears, you select two cards as your play. But at the end of the round, one of those cards is returned to your hand instead of you being dealt two new cards.

Once upon a time it would return glitched, occupy the same hand position as another card, and z-fight both visually and interactively with the other card in that position. Not sure if that's still the case (I'll follow up on this issue later), but cards are definitely still returning.
